The HR Director is responsible for overseeing of the human relations department in the organization in terms of hiring and other employee relations while the managers are responsible for steering the company by holding core functions such as organizing, planning, controlling and leading.
The management engaging staff in key decisions as well as allowing them to belong to a labour union will prevent a strike but not involving employees and shoving down decisions and new changes to the employees will less likely lead to a strike.
