The issue, in this case, is the lack of capacity in the public sector, more especially at the middle and senior management levels, manifested after the reforms. People lacked the appropriate knowledge and skills in the light of output budgeting, efficient guidelines on expenditure and procurement to guarantee accountability and transparency. This led to reactive communication and a lack of effective public relations. It is in this line that good governance needs to be enacted to bridge the gap between community interests and the need for government policies.
