Productivity and quality are inseparable factors for output, measuring in the production process. Measuring productivity and quality has been undermined by the methods involved in measuring output in most industries. The output is measured in unit volumes and money value in dollars. Therefore, making it difficult to measure the quality of the output. When productivity involves services, it becomes a challenge to determine the quality because services are intangible. It is difficult to gauge a service's quality other than saying the service quality is high or low. Changing conditions in production hinder quality measuring progress at the same productivity. In the production process, changes in raw materials and machinery alter the quality measuring and productivity patterns. Therefore, it becomes a challenge because measuring quality and productivity shifts and changes every time.
