I am seeking information regarding the powers to regulate higher education in england- specifically universities 

I am writing a dissertation regarding the higher education system and I am wishing to make an argument that english government should create a uniform complaints procedure programme and then universities should be required to implement it. 

however, I'm not sure how this could be done e.g. what powers under which provisions does the secretary of state for the department for education have to create such legislation
