How does the criminal justice system deal with vulnerable groups such as lesbian, gay,bisexual, transgender, queer and intersex ( LGBTQI) community amongst others when they are victims of hate crimes?

The Criminal Justice System has made a partnership with the Civil Society Organizations (CSOs) for improved understanding and response on hate crimes against the vulnerable groups, like LGBT community, since the law enforcement agency cannot realize justice and protection, or gain confidence of the victims on their own.
