If you were the only person in charge of Indian Policy in the Late 1800's, what would you have done differently in terms of dealing with the Great Plains Indians?

Being in charge of Indian Policy in the Late 1800's, I would have followed a different strategy in terms of dealing with the Great Plains Indians. Specifically, I would have established the granted management of trade and diplomatic relations between Americans and Indians instead of  relocating them.
