These states had an experience of great reforms, which greatly changed people's life in their states. Germany and Italy were very young states; they became united only 40-45 years before the WWI. At the same time, Japan also became a new state after the westernization. These states tended to develop quickly (except, possibly, Italy), but “old” great states had started colonizing the world earlier, so their colonial empires were bigger. Japan, Germany and Italy wanted to change this situation.
