The country is China.
In 1987, China introduced a three-part strategy aimed to control urban growth. First, it strictly limited the size of big cities (500,000 or more people). Second, it developed medium-sized cities (200,000 to 500,000 people). And finally, it encouraged the growth of small cities (100,000 to 200,000), as well as small market and commune centers, which were not officially designated as urban places but could eventually be transformed into towns and small cities. Chinese government viewed big and medium-sized cities as centers of industry (both heavy and light), while small cities and towns were viewed as possible centres of handicraft and workshop activities.
