The United States sought to remain neutral following events of WWI where several European countries declined to pay their debts. Moreover, many Americans felt the country steered into conflict since arms factories made colossal money during the war. The United States attempted to stay neutral, but the British required help. President Roosevelt offered indirect support by reviewing the neutrality laws of 1935, providing the British with old destroyers coupled with assistance in identifying submarines in the Atlantic. The president also restricted sale of scrap metal and airplane fuel to Japan, making Japan to team with Italy and Germany. Following this restriction, Japan invaded Pearl Harbor, making the U.S. to declare war. Few days later, Italy and Germany declared war on the U.S.
