Does Rome treat Conquered people differently outside of Italy than it had when it conquered italian peninsula

Rome treat conquered people with alot of justice. The people had to acknowledge the leadership of Rome hence paid taxes and supplied soldiers. Rome allowed them to keep their own customs and money as well as maintaining their local government. The conquered people were not differently treated but were subject to the prevailing conditions in Rome as they participated in daily activities.
