Outsiders are not immediately trusted in other cultures and societies. Some communities have a history of victimization by outsiders, particularly Westerners. People may refuse to answer questions if they believe the answer will be used against them and their communities.

The next challenge is understanding unfamiliar concepts, which requires trusting partnerships that provide accurate information. People from various cultures perceive life and reality in very different ways.
