Why is it so difficult to create new high-tech agglomerations?

This is indeed quite difficult to create new high-tech agglomerations. There are many reasons including abundance of existing well-developed and known agglomerations, high cost of introduction, and ease for organizing what is now called startup companies. So, now we see a lot of startup companies, but very few new high-tech agglomerations.
