This statement is not always true. Although all people have equal amount of time, we all have different 'initial conditions': family income, country, availability of education and healthcare. For some people necessities is what lead their lives: the need to work 15 hours for $2 to feed their family, the need to withstand unfair treatment from certain social groups.
For other people, of course, there are a lot of possibilities and money, and they can easily start a business of their choice or simply travel and enjoy their free time.
