outline three levels of government and their responsibilities
National Government. National governments are responsible for maintaining internal and external security and stability. Usually, that means they're responsible for establishing national laws and enforcing them. They also must raise and train a military and set international policy.
Provincial Government. Through the provincial legislature, the provincial government has the power to enact or amend laws and programs related to: -natural resources and environment -hospitals -property and civil rights in the province -education -administration of justice -social services.
Local Government. Local government is responsible for a range of vital services for people and businesses in defined areas. Among them are well known functions such as social care, schools, housing and planning and waste collection, but also lesser known ones such as licensing, business support, registrar services and pest control.
