In substantive democracies, government functions in the interests of the governed. The majority of the population plays a real role in the policies of the state, which indeed functions democratically. In procedural democracies, only basic structures of democracy are maintained; although representatives are elected by people, the majority of the population does not take active part in everyday policies.
