The mandate of the NEPF is derived from a legal framework. Section 1 of the South African Constitution is guided by a set of core values that promote equity: human dignity, equality, and the advancement of human rights and freedoms; non-racialism and non-sexism; constitutional supremacy and the rule of law; and universal adult suffrage, a national common voter’s roll, regular elections, and a multi-party democratic governance system.
As a result, the state has a constitutional responsibility to ensure that its laws, policies, and programs help to implant these equality principles throughout South African society. To ensure that the government fulfills its constitutional mandate, the Constitution (section 195) also requires that the principles of public administration promote the following: efficient, economic, and effective use of resources; public administration must be development-oriented; public administration must be accountable; and public administration must be efficient, economic, and effective use of resources. Transparency must be promoted by making information available to the public in a timely, accessible, and accurate manner.
