Africa is experiencing an economical water shortage, and present institutional, budgetary, and people capacities for water management are inadequate. Demand for public financing among sectors and high public debt loads in most nations aggravate the problem. Financing is scarce in Africa, and institutional ability to absorb what is available is restricted. The risk of reversing already achieved progress toward the Millennium Development Goals for water and sanitation is significant. Most African nations fail to achieve their Water, Sanitation, and Hygiene commitments, with more than 80 per cent falling substantially behind the trends necessary to reach their set national access objectives for sanitation and drinking water. Domestic funding is insufficient for Water, Sanitation, and Hygiene in general, with sanitation, in particular, suffering from severe shortfalls. This is worsened by problems in allocating the little money available.
