a) The role of development planners in general is to use existing data of populations to manage projects. In order to access information, they must consult leaders in various government positions. By doing this, they need to understand the perceptions and experiences of a given population.
b) Development planners need to be very consultative in order to understand the way data can be used to solve issues within a communities. Lack of consultation can mislead the planner in solving issues using individual imagination rather than the perception and experienced of the population
