Actions in issue management fall under the zone of preemption. Crisis management involves acting in the zone of reaction after an issue has elevated to crisis. Issue management is therefore an anticipatory strategic management process and helps organizations detect and respond appropriately to changes or emerging trends. Crisis management seeks to minimize damage to the business and help it survive after an issue has grown into a crisis.
