The National Crime Prevention Strategy 1994 (NCPS) was established as part of the Reconstruction and Development Programme and the consequent National Growth and Development Strategy. These aimed at managing the crime problem in South Africa, and generally contributing to social transformation. The first area identified under the NCPS was the establishment of a comprehensive policy framework to guide the crime prevention activities of all state agencies, community-based structures, NGOs and the business sector. This would address the problem of unaccountability of private and public crime prevention agencies, and create a comprehensive, overarching crime prevention law.
