 The article was beneficial to the Philippines since it ceded the Spanish the Archipelago, Philippine Island while comprehending the remaining island. The people had suffered under the rule of the Spanish and the United States taking offer under an international law was a relief to the Philippines.

Article IX

The civil rights and political status of the native inhabitants of the territories hereby ceded to the United States shall be determined by the Congress. The Philippines were not favored by the treaty since they would be the subjects of the United States instead of being independent. Despite the fact that they would be govern and their interests considered by the congress, they deserved better.
