The government delegates duties to make the running of government smoother. First, delegation helps avoid overloading limited parliamentary schedule and proceedings. This allows amendment without passing act through parliament which can be time consuming. Moreover, it also allows use of experts and their professional skills to make more detailed laws and consultation to have a wide opinion not to make rushed decisions and mistakes. Lastly, delegation is representative in the sense that the legislators represent locals and bring to the table challenges facing the people thus can shade more light to what's best so as to implement or come up with certain laws.
