Consider a typical major airport in Asia and a typical major airport in the United States, serving some 30 million passengers per year – e.g., Tokyo Narita and Philadelphia. [Note: You need not know anything specific to these two airports – this is a question about “generic” airports.] Please describe in qualitative terms how these two airports will probably differ with respect to some set of airside characteristics. A list of characteristics you may wish to refer to would include, at a minimum (feel free to add some others): (a) Airport airside capacity, i.e., the number of aircraft movements that can be served per hour at the airport. (a) Airport airside capacity, i.e., the number of aircraft movements that can be served per hour at the airport.
Narita International Airport, located in Narita, Greater Tokyo, Japan, is the country's largest and most important international airport. The airport, which is 60 kilometres from Tokyo, was originally known as New Tokyo International Airport. It was founded in 1978 and covered a total area of 1,125 hectares. There are two terminals and two runways at Narita International Airport. It serviced over 33 million people and carried over 2.06 million tons of freight in 2008, making it one of the world's busiest airports in cargo handling.
Philadelphia International Airport (PHL) is the primary gateway to the United States' fifth-biggest metropolitan region. The city of Philadelphia owns the airport, run by the Department of Commerce's Division of Aviation.
Interstates 76, 95, and 476, as well as the SEPTA high-speed rail line, service the airport, which is about seven miles from downtown Philadelphia. The airport infrastructure spans 2,302 acres and has seven terminals (A-East, A-West, B, C, D, E, and F) and four runways (9R/27L – 10,500ft; 9L-27R – 9,500ft; 17/35 – 5,500ft; 8/26 – 5,000ft).
(b) Aircraft mix.
With 85.68 million passengers in 2017, Haneda was Japan's busiest airport, more than twice as many as second-placed Narita. Haneda was third in foreign flight passengers, with 17.12 million, behind Narita in the first position with 31.50 million and Kansai in second place with 21.81 million.

There are no fewer than 29 airports within 50 miles of Philadelphia's city centre, believe it or not. Three of these airports are conveniently placed inside the city limits, making travel to this ancient city accessible and diverse.
(c) Sensitivity of runway capacity and air traffic delays to weather conditions.
Japan's consideration of additional runways at Tokyo Haneda and Tokyo Narita airports further cements the government's view of aviation as an economic development engine, in stark contrast to European and American attitudes of aviation as a milk cow for tax and control. This was not always the case since the government previously cited a paucity of slots as a reason to shield domestic airlines from international competition.
In many – but not all – markets, Japan has moved to open skies in recent years. It has welcomed four domestic low-cost airlines, with a fifth probably on the way. Although Japan has explored new runways for Tokyo for several years, the atmosphere this time looks more serious.
Mitigation is needed as a reasonable approach to reducing harm to properties impacted by severe noise as a consequence of the Project. According to the FAA, the City of Philadelphia already has a Part 150 Noise Compatibility Study (Final Report – June 2002; FAA approval in May 2003). The Part 150 Study identified noise-impacted residential parcels inside the 65 dB DNL. It produced the RSIP to reduce noise impacts, even though it was performed without considering the CEP. Many of the Project's heavily damaged residential parcels are also part of the City's ongoing RSIP and have been sound attenuated. This is covered in further detail in Section 10.1 of this ROD.
(d) Use of limits on the number of movements (“slots”) that can be scheduled per hour at the airport
If you are transiting from an international aircraft to a domestic aircraft at Narita Airport, you must briefly enter Japan and enter the public area. As a result, before boarding your domestic aircraft, you will be subjected to enhanced security screening.
After completing its merger with US Airways in 2015, PHL became an American Airlines hub and remained one of its largest hubs. An average of 420 departing flights each day to over 100 destinations.
