Explain whether it is possible for the amount of people employed to decrease while the unemployment rate decreases

Yes it is possible since discouraged workers are not considered as unemployed for it is due to their own circumstances that they actively stopped looking for a job. Thus even if the number of unemployed people increase, the unemployment rate will decrease.
