here is two types of protons one attach to that carbon which contain two cl group and others with one cl group. we no that deu to electron withdrawing nature of cl group the Ha proton will be more deshielded and give high delta value where as for Hb proton it wll be relatively lower delta value.

coupling also occur here Ha produce trplet due to presence of adjacent two prton Hb and Hb produce doublet due to adjacent one protn Ha.
