why d-block elements elements are called as outer transition elements and f-block elements as inner transition elements?

The d-block elements are called transition metals and have valence electrons in d orbitals. The inner transition elements are those who have their last 3 shells incompletely filled. The f block elements have their last 3 shells incompletely filled. That is why they are also called as inner transition elements.
