According to the valence bond theory, atomic orbitals of individual atoms are combined to form a chemical bond. Carbon has 4 valence electrons, fluorine has 7 valence electrons and chlorine has 7 valence electrons. During 2F-C-2CL bond formation each atom of fluorine and chlorine attract an electron from the carbon atom to become stable. The resulting  stable molecule is CF2Cl2.
