What you probably want to know about is a selective oxidation of C-O bond. This can't be possible in case of tertiary alcohol, since carbon can only have four bonds and three are already occupied by alkyl groups and it is much more difficult to break C-C bond than to break C-H bond which happens when oxidizing primary or secondary alcohols.
