Molarity = moles / volume
Molarity = 4M and volume =1 ml = 0.001L
4M = moles/0.001L
moles = 0.004 moles
New volume = 15 ml = 0.015L
Moles = 0.004
New conc ( molarity) = 0.004/0.015 = 0.266M
