What are the reasons why despite being exposed to different hazards every year, we still can't bring to lessen the casualties of this unfortunate events?

The problem with hazards is their predictibility by nature, time and place. Therefore, countries dedicate part of their budgets to conduct hazard prevention measures and to maintain hazard response systems (emergency services).
