Can solution be formed by chemical means? Most books refer only physical means but for e.g. NaCl+HCl=salt+water equivalent to solution so whats the answer

Solution can't be formed by chemical means. For example:

For reaction NaOH + HCl = NaCl + H2O, we don't create a solution, because if solid NaOH reacts with HCl(gas) as a result will be formed solid NaCl and H2O(gas) , we can't form liquid water if we don't use a solution of reactants.
