For KOH normality is equal to molarity. Therefore 0,5N solution contains 0.5 moles of KOH in 1 L of the solution.

m (KOH) = 0.5mol x 56.1g/mol = 28.05 g

To make the required solution, 28.05 g of KOH should be measured using the electronic balance and moved to the flask or beaker. Then the methanol should be added to the same flask or beaker until it reaches 1 L mark. The mixture should be stirred.
