Can a person having blood group A+ donate blood to a person having blood group AB+?

Yes, person with blood group A+ could be a donor forperson with AB+. Person with AB+ has both antigens, and immuneresponse will not be induced by A+. Cells of both persons have Rhesus factor antigen, thus this will not result in immune response as well. In general, AB+ is universal acceptor for blood transfusion, as he/she has all antigens.
