Yes. The chloroplasts on the skin of a watermelon, together withother types of organelles -"chromoplasts" take part in the development of the fruit and seeds. But they do not perform function of the main producer ofplant sugars (synthesize too little for self-sufficiency), this is the role of vegetative organs (stems, leaves). Scientists are studying how these processes affect onlimiting the size of the fruit.
