Both. That is because when we are talking about evolution, it is hard ti prove it, it requires millions years of time with normal species. In such variant, we can rely only for fossils with extinct species and their remains, build phylogenetic trees, but that all won’t be 100% information, so it will be only theory with some evidence.
But if we choose bacteria as model objects, we are able to see passing generations, and changes as observations, development resistance for examples.
