One of the enumerated powers of Congress in Art. 1, Sec. 8, of the Constitution is the power to declare war. Although Congress has not officially declared war since World War II, we have nonetheless been in a number of significant wars and military conflicts since then, including wars in Vietnam, Afghanistan, and Iraq, and military engagements in Libya and Syria. As we have fought undeclared wars, there also has been an ongoing debate about the Constitution's allocation of war powers, for example, whether a congressional authorization of the use of force is the constitutional equivalent of a declaration of war and whether the President as commander-in-chief may commit U. S. military forces to hostilities even without congressional authorization. Write a short post (>250 words) analyzing this debate and highlighting which of the enumerated powers of Congress and which of the powers and duties of the President are relevant to the constitutional allocation of war powers.
