In oder to get the meaning of that sentence, we first need to understand two words. Constitution and Ultra vires. Constitution: A constitution is a set of fundamental principles or established precedents.
Ghana has a unicameral legislature and is a unitary state. The 1992 Constitution establishes a single Parliament that is responsible for all key legislative tasks. The President has a Council of State, which serves as an advisory body to him. The President has the authority to recommend bills or even laws to the Council of State for review. Parliament, on the other hand, is simply obligated to consider or reconsider such suggestions, not to be bound by them. No measure becomes law unless it is published in the official gazette, according to Article 106(11) of the 1992 Constitution. As a result, the Ghana Gazette is an obvious place to go for law in Ghana.
