Why is secondary cultural conflict difficult to control than that of primary cultural conflict

Secondary conflicts are conflicts which occur spontaneously and are observed against the background of a major Primary conflict. The secondary conflictsbare rooted within the norms and taboos of the society eg rape,picketting,mass displacements and defilement,theft etc during a political conflict e.g a post election conflict. The secondary conflicts cant occur in large scale on their own as they precede an event or a major conflict
