ince the Trump administration first announced its intentions to leave the non-binding Paris climate agreement, US emissions of carbon dioxide have continued to decline (see attached). A majority of states still in the agreement saw their emissions rise. Is it more important for a state to be part of an international agreement and fail to achieve its goals, or to achieve its goals but eschew the international institution in the process? Is it different for the US than it would be for a smaller or less powerful country?
