Is GCC - Gulf Cooperation Council considered a regulator? Can a company be regulated by GCC or any of its departments? I'm asking specifically for financial markets

Gulf Cooperation Council is a regional intergovernmental political and economic union consisting of all Arab states of the Persian Gulf, except for Iraq. Its member states are Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates. It can be considered as a regulator, that can regulate some policies of the countries, but not the companies because it exists and functionates on the macro level, but companies are on the micro level.
