A disbanded independent unit Scorpions (South Africa) was replaced by the Hawks (South Africa) which is subordinate to the police's "The Directorate for Priority Crime Investigation ".
South Africa is fighting a losing battle against corruption, with graft costing taxpayers nearly one billion rand last year. Most get off with a written warning and remain in government service and continue stealing. The corruption “is rampant, it is out of control” and units fighting it “are essentially losing the battle.”
