The history of International Humanitarian Law is not a new one.  International law emerged as a specialized profession and a branch of law studies with a chair at universities only in the latter part of the19th century. Before that, it was usually studied in connection with – and sometimes merged in-to – diplomatic history or political philosophy. The laws of war are as old as war itself and war is as old as life on earth. The earliest societies, like Papua, Sumerians, Babylon, Persians, Greek and the Romans had some rules of fighting which were strictly followed by people. International law has its main purpose and role to promote justice, prosperity, and peace all around the world. It is the most powerful weapon to prevent armed conflicts between countries and help them strengthen their mutual relations. Due to the fact that the majority of countries conclude bilateral or multilateral agreements and special treaties between themselves, International law is a path to governing the relationship between countries worldwide. Furthermore, international law is a crucial way to ensure the prosecution of war crimes and gravest breaches of international humanitarian law. The main role of international law is to promote global peace and prosperity. The values underlying international law today are the values of liberalism—the rule of law, capitalism, democracy and an emphasis on human rights.
