Whatever the reasons for the evolution of war rules and modern-day adherence to them, it is clear that the Asian values debate, in its current form, does not jeopardize the legitimacy of the international system of protection established in the Geneva Conventions, whether in relation to Asia or otherwise. In terms of strong professions of support for international humanitarian law and degrees of execution, Asian countries are no different than the rest of the globe.Recent announcements by a number of Asian governments that they intend to ratify the 1977 Additional Protocols bolster the argument that there is no conflict between Asian states' views on the right scope of international humanitarian law and the provisions of various humanitarian agreements. In this sense, using Asian principles to say the opposite might be considered an insult to Asian countries. The conclusion is the same whether the examination is done in moral terms or in terms of values. The thesis (or theses) of Asian values, whether supported or not, does not negate the notion that international humanitarian law represents common interests and ideas in the most significant way, namely in practice. All that matters when it comes to protecting victims of armed force, whether they be injured or captured members of the armed forces, the people of occupied territories, or civilians who are not taking part in hostilities, is the underlying practical consensus on humanitarian law in practice. Pundits can argue about the rest, but when actions match words, the question is whether there was ever a disagreement.
