Which of the models of federalism does President Biden's approach reflect in his response to a US Supreme Court ruling (regarding the CDC's federal eviction moratorium) during the pandemic, dual federalism, cooperative and centralized federalism, or new federalism? Why, and how specifically does it reflect that model?
Federalism is the way the writers of the United States Constitution divided powers between the federal and individual state governments. The United States president used new federalism model. New federalism allows the states to reclaim some power while recognizing the federal government as the highest governmental power. This is because the CDC issued guidelines for state and local governments, and many federal agencies interacted cooperatively with state and local officials. However, the president overshadowed agency accomplishments by engaging in combative rhetoric with governors and mayors, especially Democrats. He delivered inconsistent public-health messages, promoted unapproved medications, contradicted agency scientists, refused to model CDC-recommended behavior such as mask wearing, and appeared to put his political interests before the public good.
