Actors are individuals or organizations that engage in or promote international relations. State and non-state actors are the two sorts of actors participating in international relations. Non-state actors do not represent a government, whereas state actors do. Organizations and persons that are not linked with, directed by, or supported by the government are referred to as non-state actors. Corporations, private financial institutions, and non-governmental organizations (NGOs), as well as paramilitary and armed resistance groups, are among them. There has been a growing focus on the human rights duties of transnational businesses and other business entities in the context of human rights advocacy, notably ESCR advocacy.
