Public policy refers to the state of action by the state when addressing general public interest issues. It includes clear agenda, formulating and legitimizing of and implementation and appraisal of the policy. Public policy and politics have an inseparable relation, and often, people find it difficult to reconcile the two concepts. The association between the two arises from political actors who are major interest groups in public policy processes. Accordingly, public policy actions of different political actors such as political parties and elected officials heavily influence its making. Still, even with the intimate nature of the relationship between public policy and politics, scholars try to differentiate political processes and public policy during public administration.
