The United States was more superior to all other states that there were expectation of strong competitors. Al Qaeda had declared themselves to be an enemy of the United States and violent fundamentalism was allowed to define the strategic and political contexts of the early 21st century. Most of the globe's armed forces were not prepared to deal with religious fanatics. Al-Qaeda had connection with international terrorism syndicates. In pursuit of 9/11, the U.S fought other enemies instead of the actual Al Qaeda.
