Do you think Confucian value of ethics in the government can be a solution to the problem of corruption in the Philippine government? if yes, why?

The Confucian principle of a harmonious society and state has overarching social norm system to govern the State, it seems that the way it operates has promoted the growth of social response by abusing the power and widespread of corruption on the official positions of the government. This system has widely improved the equality between riches and poor in the community and easy to solve the issues among the people and the whole communities within the nations.

The method of new governance has promoted the control of community through the system and rules that were allocated between officials who runs the government, social order to maintain hierarchical and personal relationship that based on ritual principle.
