its a principle observed by legislative bodies that dictates that legislative powers cannot be delegated to private entities and executive agencies . In effect law makers cannot give their powers to others to make laws . Its important as it helps keep in check the excess of the executive thus any laws they make is an overreach of their powers and hence unconstitutional
