Answer to Question #89091 in Physics for Murari

Question #89091
Can initial and final velocity be zero in one case?
For example I notice a scooty for 5 min ie from 11.00 am to 11.05 am
So at 11.00am it is at rest and at 11.03 it has a speed of 5m/s and at 11.05 is applies breaks so is it's final and initial velocity both at 0
Because at one site on internet they said
{When a car starts from the rest, its initial velocity is zero, if it stops after applying the break, its initial velocity is greater than zero but the final velocity is zero.}
So I am confused a little bit
